About Us
Thomas G. Oyster and Associates, Inc. was established in 1946, and grew with the post-war development of Montgomery and Prince George's Counties. The company was renamed Oyster, Imus and Associates in 1967 and became Oyster, Imus and Petzold, Inc. in 1977.
Back in the day, Thomas G. Oyster and Associates was one of the bigger civil engineering and surveying firms in the area.
In 2007 the assets of the company were transferred and the new company was named Oyster, Imus, Petzold & Associates, LLC (aka OIP Engineering). Today, we are a small company with two Professional Engineers and an Office Manager. Our surveying services are sub-contracted to local surveyors who we have worked with for years.

Peter Noursi , P.E., President, Resume in PDF Format
Mr. Noursi joined Oyster, Imus, Petzold, in 2007 after working for 17 years with the M-NCPPC Department of Parks in Montgomery County, Maryland. With the Department of Parks, Peter was responsible for the planning, design and construction of parks, as well as managing the engineering unit that over saw Park Development. Among his duties he reviewed designs by staff, and outside consultants, developed standard details for use in Park construction, and assisted in the automation of the design process for the Division.
Peter has extensive civil engineering experience in site design, storm drainage design, hydraulics, stormwater management, parking lot design, house additions, residential and commercial subdivision, and a wide range of park design and construction, including athletic fields, hiker-biker trails, stream bank protection, stream restoration, playgrounds, and recreational areas.

Mr. Ball joined Oyster, Imus, Petzold, in 2012 after working for 18 years in New England where he worked primarily as a site and drainage engineer. His duties included site plan, subdivision, roadway - plan, profile, and conceptual design, as well as NPDES Manager. He has extensive experience in preparing and managing Stormwater Pollution Prevention Plans (SWPPPs).
His projects throughout New England included small to medium sized subdivisions (4-80+ lots with 600 ft to 2 miles of new roadway with associated utilities), site plan and drainage design as well as National Pollutant Discharge Elimination System (NPDES) permits and SWPPPs for projects between 1 and 5 acres of disturbance; including inspections. Lance also has a strong background in surveying.
Lance has worked on various projects in Montgomery County since joining OIPA in 2012. These projects have been subdivision and site plans for both individual home owners and commercial properties including churches. In Washington, D.C., Lance has work on individual residential lots, schools, and commercial site plans. These projects contain numerous levels of design and permitting requirements.
